Q: Can one parent pay the rent on behalf of the entire class / school?
Oh yeah. Any person, including a legal entity, the sponsor can pay the rent. You can pay for several students in one payment. To do this, a list of students should be drawn up, indicating the amount that he contributed and to be submitted to the bank. It is necessary to demand in the bank that the full name of the students and the amount of money they paid should be indicated on the receipt. In the event that the list of pupils who have paid for the rent is large and the bank can not place in one receipt, it is necessary to prepare a list of students indicating the amount paid on a separate sheet of paper and ask the bank to stamp the payment and write down the receipt number of the bank, or divide the payment into several payments . In this case, a person who has paid for several students must provide each student with a copy of the receipt for payment, for presentation to the class teacher and storage as confirmation of payment for the rent of textbooks.

Q: Why it is better to pay textbooks’ rental via “Elsom” mobile wallet?
A:Decision on accepting rental payments for textbooks via “Elsom” mobile wallet was made to reduce errors while making a payment, to have possibility to do payments via mobile phone without visiting a bank office and to manage data automatically. A payment could be made not only via Elsom but also at branch offices of Kyrgyz Investment Credit Bank (KICB) and at other banks as well. However, while paying via branch offices of KICB, other banks and internet-banking there are often made mistakes and in these cases sometimes a payment is returned to a payee or categorized as a “suspense amount”. Therefore, it is requested to indicate a school’s code number and name of a pupil otherwise a payment might not reach the proper bank account (or referred to a proper code of a school). And while doing a payment via Elsom one could see whether the right code number of a school and grade is entered. For example, parents indicate only name of a child and grade or just enter “for rent of textbooks”. Nevertheless, parents have right to make payments via bank. In this case, it is necessary to enter right data: code of a school, name of a child, and grade.
Q: What will be rental amount for one textbook?
A:In 2018-2019, rental payment for one textbook will be 25 Som. The payment for 2018-2019 study year could be made till February 15. 2019. In the following years, rental payment should be made till November 30 on a bank account of “Jany Kitep” Institution, and a copy of a bank receipt or an electronic confirmation from Elsom should be provided to a supervisor at a school. An amount of rental payment for each textbook is approved yearly by the Ministry of Education and Science of Kyrgyz Republic considering incurred expenses on printing of textbooks and future cost of printing them when there will be a need to replace all textbooks of certain grades because of depreciation or necessity to make amendments into context of textbooks.
Q: Our children have studied half a year without textbooks, then why we should pay textbooks’ rental?
A:On January 17, 2019 the Ministry of Education and Science of Kyrgyz Republic issued Order according to that rental payment will be made only for 3 textbooks that have been delivered to schools in the beginning of 2018-2019 study year. A payment for the rest of textbooks that have been delivered in December, 2018 or would be delivered later will not be charged.
